Mohammad Kabiri, CEO of the Kish Free Zone Organization, has proposed major economic policy reforms to support struggling businesses and revitalize specialized industrial sectors in southern Iran. During a recent leadership address, Kabiri emphasized the need to align local policies with successful international economic models. He also highlighted the importance of structural protections to support national commercial development during uncertain economic conditions.
Global economic data highlights the significant role of specialized commercial and industrial zones. More than 169 countries operate over 6,000 free economic and trade zones worldwide. Together, these zones generate approximately $3.5 trillion in annual exports. China’s Shenzhen economic zone, for example, accounts for roughly $383 billion in exports. Kabiri argued that Iranian trade zones should adopt effective governance models to strengthen economic growth.
Several regulatory challenges continue to restrict the operations of free trade zones across Iran. Local administrators face significant tax burdens and a shortage of specialized banking institutions. Central government agencies also impose regulations that can limit the administrative authority of free zone management. Kabiri called for the full implementation of Article 65 to strengthen administrative independence. He also proposed establishing specialized credit banks to address long-standing financing challenges facing regional businesses.
Kabiri also highlighted economic difficulties affecting southern island territories. Recent flight disruptions and regional instability have reduced tourist arrivals and affected local businesses. Despite these challenges, merchants have continued operating their businesses. Kabiri called for temporary tax deferrals and the appointment of a special presidential representative to oversee economic issues affecting the islands.
Looking ahead, Kabiri said comprehensive economic reforms could strengthen free trade zones as engines of national development. He argued that greater administrative authority and improved access to financing could help businesses overcome current challenges. He also called for policies allowing stored commercial goods to enter domestic markets more easily.
