Iran Unveils Five-Point AI Governance Framework at United Nations Technology Summit

An Iranian delegation delivered a keynote address at a major United Nations summit on technology. During this event, the representative presented five key AI Governance Proposals to expand regional cooperation. Emadeddin Fatemizadeh introduced this comprehensive framework to international leaders during the global gathering. This presentation occurred during the UN Global Dialogue on AI Governance in Geneva last July. The official confirmed his country’s readiness to participate constructively in shaping international technology policies. Furthermore, Fatemizadeh highlighted the extensive pool of young local scientists and data researchers. He noted that a dynamic ecosystem of innovative startups supports these ambitious digital goals.

To foster deeper collaboration among neighboring nations, the representative outlined the first of the AI Governance Proposals. This specific recommendation requests the establishment of a specialized regional artificial intelligence academy. This academic institution would train personnel and establish joint research projects across regional universities. Additionally, the second proposal suggests a joint regional development fund to support emerging startups. This financial initiative specifically aims to help local businesses grow into major unicorn companies. The third initiative recommends the establishment of a dedicated digital free zone for technology businesses. Through these synchronized measures, regional partners can easily streamline cross-border technological commerce.

The remaining recommendations focus heavily on security, ethical application, and shared physical infrastructure. Specifically, the fourth recommendation highlights the urgent need for robust legal frameworks. These rules would deter harmful military AI applications against civilian populations during conflicts. The final proposal focuses on the collaborative development of non-military data centers. Fatemizadeh warned that future global disparities will center on data access and processing capabilities. Therefore, nations must act immediately to narrow these technological divides through shared public networks. These shared systems should focus on advancing healthcare, education, and environmental protection.

These new AI Governance Proposals align closely with earlier statements from Iranian technology officials. In early 2025, officials declared that the nation represents a major digital stakeholder. Local digital service platforms currently serve over thirty million active users every single day. Consequently, these platforms generate massive volumes of multifaceted data for machine learning development. Despite facing ongoing economic sanctions, the nation has built a resilient financial technology sector. Indeed, recent academic rankings place the country second in the region for scientific publications. The country also stands second in the region for its total number of active developers.
