Iran’s Tourism Ministry has unveiled an ambitious bilateral initiative to boost annual cross-border travel between Iran and neighboring Iraq. Tourism Minister Seyyed Reza Salehi-Amiri officially announced a strategic goal of reaching five million visitors annually in each direction. The initiative aims to transform existing cross-border travel patterns into a highly structured and profitable economic partnership.

The announcement followed a high-level coordination meeting in Tehran with regional government officials and private-sector operators. Delegates from Iranian border provinces, including Ilam, Khuzestan, Kordestan, Kermanshah, and West Azerbaijan, actively contributed to the strategic discussions. Consequently, both nations plan to establish a unified operational framework to expand travel beyond traditional religious destinations.

Approximately 3.6 million Iraqi citizens travel to Iran each year for various commercial purposes. Meanwhile, around 3.5 million Iranian travelers visit destinations in Iraq during the same period. However, officials explicitly exclude the massive annual Arbaeen pilgrimage figures from these official commercial tourism statistics.

Minister Salehi-Amiri emphasized that the Arbaeen movement represents a unique, popular, and spontaneous religious phenomenon. Because pilgrims generally do not use standard commercial accommodations, officials must measure conventional tourism separately. Therefore, the new operational strategy prioritizes commercial travel that generates verifiable economic and cultural value.

The ministry plans to broaden regional travel opportunities by aggressively promoting medical, leisure, and academic tourism. Transport infrastructure upgrades remain central to achieving these ambitious regional cross-border travel goals. Officials are currently evaluating airline capacity alongside road transportation systems to facilitate border crossings for private vehicles.

Authorities are also working to resolve persistent banking, currency-exchange, and mobile-communication barriers faced by foreign travelers. Medical tourism represents another crucial growth sector within the newly proposed bilateral economic framework. Ultimately, this comprehensive planning process is intended to transform strategic bilateral goals into measurable regional economic growth.
