Iran and Russia have held a new round of talks in Moscow to strengthen cybersecurity cooperation. The discussions focused on cybercrime, critical infrastructure and protecting communications networks from cyberattacks.
The meeting brought together Iranian and Russian foreign ministry officials responsible for international information security. Both sides reviewed progress on implementing their existing bilateral agreement and related action plan.
Officials discussed potential joint cybersecurity projects and measures to improve infrastructure resilience. They also examined ways to strengthen communications networks against increasingly sophisticated cyber threats.
The two countries discussed cooperation against cybercrime and improving their ability to respond to cyber incidents. Officials also considered training programs to develop personnel with stronger technical and cybersecurity capabilities.
Artificial intelligence infrastructure formed another part of the discussions between the two delegations. Consequently, cooperation in this area could become increasingly important as both countries expand their digital infrastructure.
The latest talks followed an information security agreement signed by Iran and Russia in Moscow. The two countries signed the agreement in January 2021 before completing their domestic approval procedures.
Iran’s parliament approved the agreement in late 2023, while Russia also completed its required legislative process. The agreement subsequently entered into force after approval from both countries.
The Moscow meeting represented the second technical consultation focused on implementing the agreement. Therefore, the talks indicate that Tehran and Moscow continue developing practical mechanisms for bilateral cybersecurity cooperation.
Cybersecurity also features in the broader strategic partnership between Iran and Russia. Their comprehensive strategic partnership treaty includes provisions addressing international information security and infrastructure protection.
The treaty, signed by the countries’ presidents in Moscow in January 2025, provides a broader framework. Under the agreement, both governments seek closer coordination on cybersecurity and international information security.
The latest consultations followed separate discussions between Iranian and Russian delegations on international security. Those talks covered arms control, disarmament and non-proliferation issues.
The expanding cooperation reflects growing attention to cybersecurity within Iran-Russia relations. Both governments now face the challenge of converting agreements into practical projects and stronger defensive capabilities.
Future discussions could focus on technical cooperation, personnel training and joint responses to cyber threats. Moreover, stronger coordination could help both countries protect critical digital and communications infrastructure.
