Iranian President Masoud Pezeshkian called for a multipolar world order based on sovereign equality during the Shanghai Cooperation Organization summit in Bishkek. He urged member states to reform international decision-making bodies while rejecting the concentration of global power. Consequently, his address highlighted the growing role of developing nations in shaping future international governance.

Addressing regional heads of state, Pezeshkian emphasized that security challenges require comprehensive multilateral solutions. He identified terrorism, organized crime, cyber threats, and economic sanctions as major destabilizing forces affecting emerging markets. Furthermore, he condemned recent military strikes against Iran, describing them as violations of fundamental international principles.

To accelerate economic integration, the Iranian leader presented three key initiatives to summit participants. He advocated establishing an SCO bank and a joint export and investment insurance union. Additionally, he proposed creating an SCO Energy Consortium to strengthen regional energy security, transit networks, and market stability.

Pezeshkian also outlined institutional proposals to strengthen regional political and security mechanisms. He suggested establishing an SCO Strategic Security Studies Center to systematically assess emerging continental threats. Moreover, he recommended creating a Parliamentary Forum to promote inter-parliamentary dialogue and greater legislative coordination among member states.

Turning to international diplomacy, Pezeshkian reaffirmed Tehran’s conditional commitment to the Islamabad Memorandum of Understanding. He stated that Iran would immediately reciprocate its obligations once the United States resumes full compliance. Looking ahead, regional partners expect these proposed initiatives to strengthen economic cooperation and multilateral dialogue.
