Iran and Russia advanced their bilateral ties as foreign ministers signed a cooperation program in Moscow. The agreement defines the Iran-Russia cooperation agenda from 2026 to 2028. It follows the Comprehensive Strategic Treaty between the two nations. This program lays out consultations and joint initiatives in multiple sectors. During a joint press conference, Iran’s Deputy Foreign Minister Abbas Araghchi said the talks covered bilateral, regional, and international matters. He highlighted that Iran-Russia cooperation has grown significantly this year. The Comprehensive Partnership Agreement signed in January 2025 created a new momentum.
Araghchi said the new program sets a clear roadmap for foreign ministry collaboration. It identifies priorities for the next three years. He also mentioned growing economic ties, especially in energy, transport, and transit. The North-South Corridor, including its Rasht-Astara section, is a key project. Bilateral trade continues to expand, and the Joint Economic Commission will meet in February across 17 working groups. On nuclear issues, Araghchi reaffirmed Iran’s commitment to the Non-Proliferation Treaty while stressing its right to peaceful nuclear energy. He condemned attacks on Iranian nuclear facilities, noting they failed to weaken domestic capabilities.
Araghchi added that Iran-Russia discussions addressed regional concerns. He cited the Gaza situation and stressed that peace cannot be achieved through force. Russian Foreign Minister Sergei Lavrov also emphasized the importance of Iran-Russia cooperation. He expressed support for BRICS and criticized US attempts to undermine relations. Lavrov backed Tehran’s right to uranium enrichment for peaceful purposes. He criticized the IAEA for not responding to attacks on Iran’s nuclear sites.
Lavrov confirmed that Russia is ready to assist Iran in negotiating solutions for its nuclear program. However, Moscow will not impose its mediation. He stressed that future steps must respect Tehran’s goodwill and follow the framework after previous strikes. Experts say the Iran-Russia cooperation program strengthens strategic ties in energy, trade, and diplomacy. The agreement signals both nations’ intent to resist Western pressure. It also supports multilateral engagement through BRICS and the SCO. The program lays the foundation for cooperation through 2028. Both sides are committed to practical implementation and monitoring progress in economic, diplomatic, and security areas.
